For anyone saying this is suspicious, this is a long-standing problem attributable to poorly maintained Coned cables combined with salt/saltwater corroding those cables, particularly in the aftermath of these large storms where the streets are being heavily salted. It isn't a sinister plot so much as a confluence of convenience and neglect. People are way too quick to resort to conspiracy theories, versus doing some basic research.
